Changed Shipment Involved Parties Are Resetting With Order Involved Parties On Shipment Action - "Rerate And Redrive" (Doc ID 2849702.1)

ACTUAL BEHAVIOR
---------------
The involved party on a shipment is changed but it is copied again from order release when one of the following actions is executed
a. Rerate and Redrive Shipment 

EXPECTED BEHAVIOR
-----------------------
No need to copy the involved party again.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created a order release with involved party - "BUYER"
2. Then planed the same with default parameter.
3. by default order release involved party is copied to shipment.
4. Then modified the involved party contact id in shipment
5. Performed action "Redrive and Rerate" on shipment. This action again
copied the involved party "BUYER" from order to shipment.
