ACTUAL BEHAVIOR

When the Rule is disabled, After submitting the Requisition for Approval, Click on 'Pending Approval' >

It is still showing the message
Action details aren't available because the approval process is being prepared. Try again Later

EXPECTED BEHAVIOR
-----------------------
When click on 'Pending Approval', Action Detail page should mention the Error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Disable the Rule & Deploy the Requisition Approval
2. Create the requisition.
3. Click on Manage approval to ensure it is erroring due to disabled rule.
4. Submit the requisition for approval.
5. Click on 'Pending Approval' Link on the requisition.

6. It is showing the following mentioned error instead of the actual error
Action details aren't available because the approval process is being prepared. Try again Later
