Goal

Building a workspace that has a one year 'hole' in the calendar selection results in LY (last year) measures being empty. In this case, the user created a workspace for Q1 2019 and Q1 2021. The Q1 2021 LY measure data ended up being zero. When building the workspace with just Q1 2021 in it, the LY measures contains data.

This occurs when loadtimeshift is used in the rule. However, it does not occur when timeshift is used.
