SHIPMENT.WORK_ASSIGNMENT_BULK_PLAN_GID Only Populated For Failed Shipments (Doc ID 2851067.1)

Symptoms

A Work Assignment Optimization is triggered for multiple shipments. Some shipments successfully create a Work Assignment and others fail.

For the shipments that successfully create a Work Assignment it is found that the Database Field: SHIPMENT.WORK_ASSIGNMENT_BULK_PLAN_GID is NULL. For the ones that fail to create a Work Assignment, the same field is correctly populated.
