Symptoms
When attempting to ad lines to the Cost Center in the Manage Departments, the following error occurs.
ERROR

"You can't enter more than 500 rows for extensible flexfields. (PER-1532199)"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Manage Departments
2. GL Cost Center Information click Add row
3. Submit
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot add rows to GL Cost Center
