Symptoms

On Fusion Inventory Management : 11.13.21.10.0
When attempting to perform a subinventory or miscellaneous transaction for an item with available on hand quantity, the following issue occurs.

-- Issue
Within Manage Item Quantities the Item will show on hand ATT and ATR as 1

When attempting to transact this item, the ATT is showing as 0

 -- Steps
The issue can be reproduced at will with the following steps.
1. Inventory Management
2. Create Subinventory Transfer
3. Provide Type as Subinventory Transfer
4. Add new line and provide the respective item number
5. Provide the subinventory as the source, the ATT will now show as 0.
