Symptoms

Created a supplier site in MFCS and the creation messages are stuck in mfqueue table.

Log says " No Message to publish"
022-02-23 14:53:42,366 INFO [Timer-212] impl.GetNextPublisherCoreServiceImpl (GetNextPublisherCoreServiceImpl.java:498) - NO message to publish.

From the Knowledge document "VendorCre Messages Are Not Getting Published From RMS" (Doc ID 2773731.1) the EC_TABLE_POU_AIUDR on PARTNER_ORG_UNIT and EC_TABLE_ADR_AIUDR on ADDR table have been checked and are enabled.

Issue is that RIB is not picking the records from mfqueue table.
