Import Blanket Purchase Agreements

Attempt to update an agreement for few items, for example:
Blanket Purchase Agreement 
Item 3027537 R
ends in error
 .

ERROR

PO_PDOI_ITEM_VALID
The item isn't valid. Verify that the item is defined in the item master and is purchasable in either the Ship-to Organization or the default Inventory Organization of the Procurement BU.

Item exists and is Purchasable.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process the Import Blanket Template
1 header record
action update
1 line record
item number = 3027537 R

2. Review Import Blanket Agreement Report
3. See error
PO_PDOI_ITEM_VALID
The item isn't valid. Verify that the item is defined in the item master and is purchasable in either the Ship-to Organization or the default Inventory Organization of the Procurement BU.
