Translation Labels Are Not Translating to User Preference Language on Workbench Tabs (Doc ID 2852711.1)

Symptoms

 A workbench is created with a custom Label used on the Workbench Tab. The label has text for different languages. It correctly displays in the language of one user, but remains in that same text when using a user of a different language.
