Maximum Charge Not Applied When Charge Multiplier Option Set to Collect All Costs Separately

Symptoms
A Rate Cost is configured to a "Charge Multiplier Option" of "Collect all costs separately". This Rate Cost also includes a "Maximum Charge"
When a shipment is created using this rate, even if the individual cost for this Rate Cost calculation exceeds the "Maximum Charge", the cost used on the shipment is the calculated cost and not limited to the "Maximum Charge" value. It is expected that the Maximum Charge be used instead when the cost exceeds this value.
