Primavera Administration OCI Cloud: An Existing User Cannot Be Given Primavera Unifier Production Access

Symptoms
When the Cloud Administrator attempts to provide Primavera Unifier Production application access for a user, the error message below is displayed in Notifications in Primavera Administration:

STEPS

The issue can be reproduced at will with the following steps:
- Cloud Admin logs into Primavera Administration > User Administration.
- Find user FIRSTNAME.LASTNAME@EMAIL.COM > Gear Icon > Manage Application Access > Add Primavera Unifier Production access to the user > Save Changes
- There is an error notification in Primavera Administration.
- The Notification error indicates that the users Email address has Invalid Characters.
