Incorrect Error Message for Customer Order Cancel Requests

Symptoms
When a customer order is cancelled via webservice and the cancel quantity is less than order quantity incorrect error message is displayed.
Error: Customer reservation request contains invalid location yyyy. Customer reservation is valid only for stock holding stores.
Steps to reproduce:
--------------------------
1. Cancel customer order via webservice call. Make sure the cancel quantity is less than ordered quantity.
2. Note the above error occurs.
