Cannot Create Items From Manage Products Supplier Portal

Symptoms
After uploading items through supplier portal, the users
having access to Product Data Steward job role are unable
to see the item batch upload using 'Review Supplier Upload' UI.
Also system is attempting to update items instead creating items after upload.
EXPECTED BEHAVIOR

Review Supplier Upload UI should show the upload from supplier. And items can be created
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Supplier Portal using a supplier user
2. Use the item batch upload template to upload the items.
3. Upon submission, it shows the process is successfully completed.
Completed
File upload complete.
4. Navigate to the user with access to Product Data Steward job role
5. Navigate to Product Management > Product Information Management > Task List
6. Select the task 'Review Supplier Upload'
7. See under product uploads the 'Processed and Unprocessed' count is 0.
8. Even if it is processed, the item are not created in product hub. From item interface the action is UPDATE.
