Ship Units for Order Releases Are Not Generated (Doc ID 2854104.1)

Symptoms

Ship units are not being generated and below error is seen in the logs.

Order has SHIP_UNIT_LINES order config.

On Ship Unit tab Package Item is marked as nestable and Total Package Count is greater than 1.
If you do not enter a Total Package Count or enter a Total Package Count of 1 the error is not seen.
