VBCS instance shows error Database: ORA-00904: "SOFT_DELETED" (Doc ID 2854334.1)

Symptoms

When the user login to the VBCS instance it is giving below error
Error database: ORA-00904: "SOFT_DELETED"
Also, it is noticed the existing applications are not shown and it is not allowed to import/create a VBCS application.

However, when the tenant DB setting is tested, the connection shows success.

 VBCS instance upgrade
