Symptoms

After 22A update, the requisition approvals are not working in the case where approval rule has condition Agreement is Null

Steps to reproduce issue :

1. Create an Approval rule with the condition Agreement is Blank
2. Create a PR
3. Submit the PR for approval
4. The PR is not following the correct approval hierarchy
