Not able to see the Data Provisioning Rules option on the Manage Data Access for Users screen

The issue can be reproduced at will with the following steps:
1 Navigate to the Setup and Maintenance Page
2. Search for and select Manage Data Access for Users task.
3. Get to the page and the Data Provisioning Rules is not shown
