Why Periodic Budget Upload AFBDI Is Loading Only The First Row? (Doc ID 2856459.1)

Goal

Qn1:On : 11.13.21.10.0 version, Budgetary Control/Encumbrance Accounting

Periodic Budget upload AFBDI is not working as expected. When the user is trying to load Periodic Budgets for Periods using AFBDI, is loading only the first row.

Before 21D version, it was working fine

For this test, the user also has downloaded new Desktop Integrator version
 
Qn2:On : 11.13.21.10.0 version, Budgetary Control/Encumbrance Accounting

We have unchecked the option "Assign Resource in Single Currency for a Task" and we are able to load the periodic budget.
Wanted to know what will be the other impacts on unchecking this check box
