NIR Workflow Is Not Proceeding To Schedule And Complete After Approval (Doc ID 2857295.1)

Symptoms

On Fusion Product Management : 11.13.21.10.0
When attempting utilize an NIR approval rule that is routing approvals based on an application role, the following issue occurs.

-- Issue
The NIR approval will be routed to the appropriate users, however, once the user approves, the NIR does not progress to scheduled status

-- Expected Behaviour
The customer expects that once the users have completed the approval task, the NIR will progress to scheduled.

 -- Steps
The issue can be reproduced at will with the following steps.
1. BPM Task Configuration
2. Create an approval rule where the approval is routed to an application role with the List Builder set to Resource
3. Validate rule, Save and Commit BPM Configurations
4. Create New Item Request
5. Route the NIR to approval step
6. Approval is routed to the expected users, however only 1 user from each role is able to approve
7. Respective users approve, however NIR remains in Approval stage and does not move to scheduling
