ACTUAL BEHAVIOR

'People Group' field is visible but greyed out in RUI pages for certain users.

EXPECTED BEHAVIOR
-----------------------
'People Group' should be editable.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. RUI Navigation for any action
2. 'People Group' is not editable(Greyed Out)


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot select people group for any action.
