Symptoms

 Elements not appearing in Individual Compensation Creation

Customer is creating an ICP and no elements are appearing in the list (when we create an option).

Note: Customer has already tried available solutions
1. Element Eligibility is available
2. Under INPUT VALUES - we do have special purpose as Primary Input Value
3. Element is at Assignment Level

Changes

Payroll elements which were deleted were still associate with the ICP
