"One of the master records of Activity 'New Activity' was deleted by another user" Adding New Activity to a Project

Symptoms
Adding an activity to a specific project the following error occurs:
"One of the master records of Activity 'New Activity' was deleted by another user."
Able to save the New Activity and create a relationship, but then the following error occurs:
"One of the master records of Activity Relationship was deleted by another user."
Upon logging out and back into P6, the New Activity is gone.
The issue is only occurring in one project, but all users can replicate the error.
The following exception may be found in the cloud connect server logs:
"Error Msg = ORA-02291: integrity constraint (ADMUSER.FK_TASK_CALENDAR) violated - parent key not found"
