ACTUAL BEHAVIOR

Run Regional Pay Data Report (California Pay Data Report) is not generating any output for Oracle Fusion Global HR-only customers.
EXPECTED BEHAVIOR
-----------------------
Run Regional Pay Data Report should generate output based on the data uploaded in Payroll Interface tables through HDL.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run "Run Regional Pay Data Report" payroll flow.
2. Pass the required parameters and submit.
3. Observe that the Output file contains only a header section without any data.
