According to the documentation, we should be able to create eligibility profile that controls eligibility for a specified plan based on whether or not the employee is participating in another plan.

We have attempted this two different ways and neither is working:
1. INCLUDE where we specify the plan an employee must be participating in order to be eligible.
2. EXCLUDE where we specify every plan that employee must NOT be participating in order to be eligible.

What is the proper way to utilize eligibility criteria "Participation in Another Plan"?
