Maximum Role is Not Displayed in Public Link Permissions (Doc ID 2861069.1)

Goal

Maximum role is not displayed in Public Link Permissions. For example, "Contributor" role is not displayed.
This may occur when administrator change system wide setting of maximum role from "viewer" or "downloader" to "contributor".

Steps to reproduce:

1. Sign in to Oracle Content Management web application as an administrator and then click ADMINISTRATION - System - Documents.
Set Contributor in "Maximum role available for public links:" Contributor and then click "Save" and confirm "Changes successfully saved".

2. Select Folder and click share link icon

3. Check "Link Permissions".  You can see "Downloader" and "Viewer", however "Contributor" is not displayed.
