Exchange Rate Defaults to 1 Instead of Retrieving Correct Exchange Rate (Doc ID 2861212.1)

Symptoms

Actual Behavior
---------------

RMS does not retrieve the correct exchange rate if you do not provide it in the Order Upload spreadsheet. In addition, it defaults to 1.


Expected Behavior
-----------------------

As per the latest patch 19.3, the logic is updated to retrieve the correct exchange rate if the exchange rate is not provided.

Steps to Reproduce
-----------------------
1. Use the upload template and fill in all the needed information.
2. Keep the change rate NULL in the exchange rate field for ORDHEAD and Order Expense.
