Creation of New Admin / Developer APEX Users Fails With Error: The Password Must Conform to Any Password Complexity Rules Defined for the Database. (Doc ID 2861226.1)

Symptoms

1.- When attempting to create a new Admin / Developer APEX user, it fails with the "Password Rules Exception":
     "Schema password must be 30 ASCII characters or less, and not include a double quote. The password must also conform to any password complexity rules defined for the database."

2.- The same error occurs when creating a new workspace, as a new Admin user is created as part of the workspace creation.


3.- Even if the password policy was adhered to, the issue persists. For reference see:

4.- A database user can be created as SYS or ADMIN using the same password that is being entered in APEX GUI
