Symptoms

When attempting to run Payroll Calculation (in this particular scenario on a UK localized setup), the following error occurs:

ERROR
-----------------------
An error occurred during formula execution. (ORACLE_ERROR_TEXT=)
(FORMULA_ERROR_TEXT=An external function call error occurred for formula GB_LEGISLATIVE_CHECK, line 46.)
You must create a PAYE and a National Insurance element entry for each payroll relationship.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User loaded new employees worker data through HDL (HCM Data Loader).
2. Ran Calculate Payroll process.
3. The error is triggered.

Observation: For some employees TAX and NI Element entries got end dated with same date as effective start date
