Symptoms
On : 11.13.21.10.0 version, Cost Management
Error during publish cost scenario. Preventing user from updating a new standard cost for the items.
Error message:
"You cannot Publish this scenario because it contains cost that are already defined in the following unpublished scenario: 123-ABC (CST-2385594)
Details: Publish or delete the earlier scenario first or remove the duplicate cost before attempting to publish the current scenario."
STEPS

The issue can be reproduced at will with the following steps:
1. Supply Chain Execution>Cost Accounting>Manage Cost Scenarios
2. Create new scenari, try to Publish it, get error message.
The cost scenario in the error message is already published in the past, and the items are different in the current scenario.
What is the reason for the error message and how can it be resolved?
