Goal

Post 22A Upgrade opening BIP report using a static URL with parameters fails with

URL : https://xxxx.fa.us2.oraclecloud.com/xmlpserver/servlet/xdo?_xdo=/Custom/PDH/ICU_XXX_XXX_REPORT.xdo&_paramsitem_number=XXX0000200&revision=02&site=ICU

Error:

The report cannot be rendered because of an error, please contact the administrator.
Unauthorized Access: Either you do not have the privilege, or you have not signed in.
