The payroll relationship was processed before the upload date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload HDL files InitializeBalanceBatchHeader.dat and InitializeBalanceBatchLine.dat
2. Run Payroll flow "Load Initial Balances" from Navigation My Client >> Payroll Checklist >> Submit a Flow and pass Flow name as "Load Initial Balances"
3. Encounter Error in submit flow in VALIDATE mode.
     Error : The payroll relationship was processed before the upload date.
