Error [The file virus scanning is set to active, but the scan service is unavailable] When Importing Data Table Via SFTP (Doc ID 2862448.1)

Symptoms

When importing data tables via SFTP,  the import file will be consumed by the CPQ, but the data table will not be updated with new values.  When navigating to Admin > Data Tables > Menu Icon > Status Logs a failed import can be found with the following error message:
