Specific Shopper is Unable To Add Items To Cart Using the Re-Order Functionaliity (Doc ID 2862509.1)

Symptoms

One, or a subset, of shopper accounts is unable to use the re-order functionality on the storefront to add items to their cart.
After logging in and clicking on any order's re-order button they are seeing an error on the /ccstore/v1/orders/current/items/?add endpoint call:

{"message":"Index: 0, Size: 0","status":"500"}
