Symptoms

PEM Planning Labor Cost is blank.

The issue can be reproduced at will with the following steps:
1. Navigate to Project Management
2. Click tasks-> Create Project
3. Inform Name, Start and Finish Date, Calendar Schedule, and Work Plan Template 
4. Save and Close
5. Click tasks-> Open Project
