ACTUAL BEHAVIOR
---------------
MFCS UI no allowing to edit Transfer Entity for a store, whereas it can be editable from XStoreMod message.
EXPECTED BEHAVIOR
-----------------------
MFCS UI should allow to edit Transfer Entity for a store, where the store does not have any stock or any outstanding transactions.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to MFCS UI --> Foundation Data --> Location foundation --> Organization Hierarchy
2. Noticed the Transfer Entity field is disabled.
