ACTUAL BEHAVIOR

When processing Payroll for terminated employees, when there are 0 earnings, the Employer Contributions do not get processed.


EXPECTED BEHAVIOR
-----------------------
Employer Contributions to be processed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the Payroll calculation process for a terminated employee with zero earnings
2. The Employer Contributions are not processed
