RIB_MESSAGE Table is Not Exporting the MESSAGE_DATA Column Completely For Huge Payloads (Doc ID 2863807.1)

Goal

In a special case when user wanted to get the data exported from RIB_MESSAGE table directly to a spread sheet, it was noticed that the XML messages in MESSAGE_DATA columns is not completely fetched. It is limited to 4000 bytes only and the remaining message is trimmed.
