STEPS

The issue can be reproduced at will with the following steps:
1. Create a requisition/approve requisition
2. Execute Process Requisition REST API: requisitionProcessingRequestsExecute
a. Create a requisition processing request header
b. Submit a requisition processing request header
3. Review Submit response
status= 400 Bad Request
Response:
Invalid operation create for the specified resource.
