When editing a resource from Manage Resources task, an error occurs.

Unable to retrieve content. Additional information for "Remote Region error #99":
An error occurred while invoking task Manage Resources. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk..

Steps to recreate:
1. Sign-on to application
2. Navigate to Setup and Maintenance > Manage Resources
3. Search for Resource Name
4. Edit the Resource; the error occurs

Issue doesn't happen with these steps:
1. Sign-on to application
2. Navigate to Resource Directory
3. From Tasks, select View Resources
4. Search for Resource Name
5. Edit the Resource
