FDC After Validating FD It Errors But The Error Is Blank

Symptoms
After validate the FD XXXX user had one validation error, but the description is blank in "View Validation Errors".
User ran the query bellow and achieved the following error:

PLSQL log shows
Unexpected error occurred and unable to get data from RP table: ORA-01403: no data found
set error message token = RCV_NO_OPTION
RCV_ERROR_PKG.E_FATAL_ERROR exception has occured.
Text for this message:You must set up receiving options for the inventory organization {ORGANIZATION}
