Import and Update Participant Details Process Cause Extra Detail Record to be Created (Doc ID 2866075.1)

When user try to correct the last participant detail attribute record by changing the start_date from 7/17/2022 to 7/16/2022,
the "Import and Update Participant Detail" process created a gap record. The process completed with Warning due to "Participant detail effective dates cannot overlap."

STEPS
1. Participant current Participant Detail records in Participant Snapshot > Manage Participant Details
    Start Date         End Date          Department
    2016/01/01     2017/12/31    SALESREPS
    2018/01/01     2018/06/30    MANAGER
    2018/07/01     2018/12/31    SALESREPS
    2019/01/01     null                   SALESREPS

2. User wants to correct the MANAGER ( Department ATTRIBUTE1 ) assignment to end on July instead of June 2018.
    Create Data File (IcParticipantDetail_PartDates3.Zip ) with fields populated as :
    Start Date        End Date          ATTRIBUTE1
    2016/01/01    2017/12/31    SALESREPS
    2018/01/01    2018/07/31    MANAGER
    2018/08/01    2018/12/31    SALESREPS

3.  Run Participant Assignments > Import and Update Participant Details job  ( request_id 7281511 - Completed with Warning status )

     7281512.txt shows :
     IC Kim BU,"",,"",N,,,,,,,,,,,2018/01/01,2018/07/31,,,USD,,,,,,,,,,,,,,,,,,,,,MANAGER,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,Participant detail effective dates cannot overlap.

4. Participant Participant Detail records in Participant Snapshot > Manage Participant Details after import job
