Transmissions in PROCESSED Status Even Though Transaction In FRESH Status (Doc ID 2866152.1)

Symptoms

Actual Behavior
----------------
Inbound transmissions for a shipment status update are going to status of "Processed" even though the specific ShipmentStatus transaction
stays in "Fresh" status.

Expected Behavior
-----------------
Both transaction and transmissions should get processed

Steps:
------
1. Send "Shipment Status" Transmission to system via custom insert script from Agent.
2. Check the transmissions status.
