Allocation for Non-Stockholding Location

Goal
Consider a business scenario where you need to create Allocation against a Purchase Order for a Non-Stockholding Location. However, when you try to inject the Allocation using the XAlloc API, the API gives the following exception:
“Javax.ejb.EJBException: Exception while processing request: Error from {call RMSSUB_XALLOC.CONSUME(?,?,?,?)}: [E] The To Location must be a valid stockholding Location”
Based on this exception, it does not look like Allocations can be injected for a Non-Stockholding location. Is there any reason why Allocations are not allowed for a Non-Stockholding/Franchise location? It is expected MFCS will allow such allocations and create a Franchise Customer Order based on the location types.
