How to Apply Address-neutral Shipping Promotions before Shipping Address Entered? (Doc ID 2868383.1)

Goal

Some shipping promotions are address-neutral, that is, the qualification and discount of such promotions don't depend on shipping address. In this case, the shopper should be able to apply the shipping promotion and see shipping discount right after the shipping promotion is applied. However, in current OOTB code, shipping discount won't be calculated until shipping address is entered. This article describes an alternative solution to allow shoppers to apply such shipping promotions and see the shipping discount instantly.
