Payroll Processing has completed in error for one employee

1. Too many rows in per_per_person_details

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Groups -> Payroll -> Submit a Flow
2. Select Legislative Data Group.
3. Search and select "Calculate Payroll" -> Provide parameters -> Submit
4. Payroll processing completes with error
