An Export in Oracle Analytics Cloud of a Large Snapshot to a Storage Bucket Fails with Error: Download Checkpoint Failed (Doc ID 2871786.1)

Symptoms

An Oracle Cloud Storage Bucket was setup for storing Oracle Analytics Cloud snapshots. 

Policies were granted to Restrict Group Access to Read or Write to Objects in a Specific Bucket.  For example:

Allow group <group> to read buckets in compartment <compartment>
Allow group <group> to manage objects in compartment <compartment> where all {target.bucket.name='<bucket>', any {request.permission='OBJECT_CREATE', request.permission='OBJECT_INSPECT'}}

When the snapshot is relatively small (for example, 70 MB) in size, then the export to the bucket is successful.

When the snapshot is relatively larger (for example, 300 MB) in size, then the exports fails and the following error is observed:

Snapshot export failed
An error occurred exporting the snapshot:
Download checkpoint failed
