PRC:PO: Cannot Run OTBI Reports Because the Purchasing Subject Area Data Is Blank

Symptoms
Cannot run OTBI reports because the Subject Area data (Purchase Order information within Procurement) is blank.
So when running either a seeded or custom report for Purchase Order Information within Procurement - Procure to Pay Real Time, the results are blank.
STEPS TO REPRODUCE
-------------------------
OTBI > Go to custom or seeded report > Purchase Order reporting > All filters are blank.
The issue is with the Subject Area for any analysis report. The Subject Area is blank.
Create > Analysis > Select Subject Areas > Procurement > Procure to Pay Real Time
Subject Areas > Purchase Order > Purchase Order Number > No results
