RECEIVING AT WRONG STORE IS NOT WORKING

Symptoms
When attempting to receive the shipment at the wrong store location the following error is shown in RIHA.
ERROR
-----------------------
[E] Shipment does not exist for BOL 100000045002, To Loc 432, From Loc 1100.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create transfer from location 1100 to 433
2. Ship goods from Store 1100 to 433
3. Receive at Store 432(Detail level receiving RECEIPT_TYPE ='SK')
4. Note the above error
