Fusion Global HR: AoR Based On Job Family Only Not Working

Goal
On : 11.13.22.01.0 version, Global Human Resources
AoR based on Job Family only not working
The AoRs based on Departments work without issues.
Nevertheless there are AoRs that are only based on Job Families (For ex: An HR Business Partner is responsible for everyone on jobs belonging to the IT Job Family)
- There is the correct job data and employee data in the system
- It was created an HR BP role based on AoR with the corresponding Security Profile based on AoR
It was created the Aor based only on the Job Family.
Signed in as the respective HRBP
Navigated to Change Assignment
Unable to find any of the employees with that Job Family
Went back to the AoR and added the Organization tree to the AoR scope - we only have one Org Tree (so this HR BP got an AoR for all employees in the Default generic Org Tree, from top to bottom and having Job Family IT)
Signed back in as the respective HRBP
Navigated to Change Assignment
Unable to find any of the employees with that Job Family
Went back to the AoR and added the department to the AoR scope (so this HR BP got an AoR for all employees in Department XXX having Job Family IT)
Signed back in as the respective HRBP
Navigated to Change Assignment
Able to find the employees
Is this expected behavior for the AoR to require the Department? Or is this a bug?
