Saimptlogi Does Not Process RTLOG's In The Order They Are Received (Doc ID 2874115.1)

Symptoms

Saimptlogi does not process RTLOG's in the order they are received.
Due to this, latest files are getting picked up before the older files. 

Steps To Recreate:
1.Day 1 - Nightly - Load a RTLOG with some transactions and a DCLOSE and close store day.
2.Day 2 - Cycle 1 -- push a RTLOG with REOPEN transaction and some regular transactions for DAY 1 from above. Make sure RTLOG is not processed by skipping cycle 1 in POM.
3.Day 2 - Cycle 2 - push a RTLOG with some transactions. Process all ReSA Transaction loading jobs in this cycle.

Depending on which file gets picked this may lead to cycle2 file getting rejected if it gets picked up first since store day is closed.
